Born in Haiti, Woodly Fenelus is not only an immigration attorney—she is an immigrant herself. She understands firsthand the weight of the journey, the fear of uncertainty, and the courage it takes to fight for a better future. That’s why she has dedicated her life to standing beside others as they navigate their own path to safety, stability, and legal protection.
Licensed in North Dakota and based in Virginia, she focuses her legal practice on defensive asylum and deportation defense, representing individuals facing life-altering consequences in immigration court.
Woodly holds both a Bachelor of Science and a Master of Science in Criminal Justice from Liberty University, with a concentration in Public Administration. She earned her Juris Doctor from the University of North Dakota School of Law and is currently pursuing an LL.M. in Taxation at the University of Baltimore School of Law, where she is also earning a Certificate in Estate Planning.
As the founder of Leyruta by Fenelus Law, PC, Woodly leads with purpose, cultural insight, and fierce dedication—serving Haitian, African, and French-speaking immigrants who are often overlooked or unheard in the legal system.
Outside of the courtroom, she enjoys spending quality time with her family, reading, and building empowering platforms that amplify the voices of immigrant communities.
